Welcome to Compliance Enforcement Management System(CEMS)
The Compliance Enforcement Management System (CEMS) will allow USDA to not only help support AMS in reaching its goals but also serve the department to provide the agriculture industry with the invaluable support necessary to ensure the quality and availability of wholesome food for consumers across the country. The implementation of a new compliance enforcement IT system will substantially increase efficiency and will alleviate strenuous and time-consuming manual processes. The new system will serve as a single platform for anyone looking to import or export fruits and vegetables and will eliminate the need for users to seek out various forms on USDA’s website.Moreover, the creation of this new platform will serve as a benchmark inside USDA for any future conformance systems that may need to be implemented in the future.
In order to access CEMS system you must be registered through the USDA e-Authentication system.

If you are a registered eAuth user and are experiencing problems with logging in, please contact the eAuth Help Desk by phone, at 1-800-457-3642 (and select option 1), or by email, eAuthHelpDesk@ftc.usda.gov
International users should apply for Level 1 eAuthentication. They must notify the CEMS System Administrator when they have requested eAuthentication by sending an email to CEMSAdmin@usda.gov
The user’s name and organization should be included in the email. The CEMS System Administrator must approve new international users before access to the CEMS system will be available. Domestic (U.S.) users need to apply for a Level 2 eAuthentication account, but do NOT need to send an email to the System Administrator.
